Does this stick well and last outdoors, especially in rain as have an outdoor Metal fire escape (15 steps) and considering using this. Reviews of many of these types of tapes say that they loose their adhesiveness when wet.
The tapes can be used outside and on to a metal surface but would not give a permanent solution. To give better resistance against rain and other outside weather elements I would advise applying the edge sealer to prevent water ingress.

Can I paint over vinyl? The vinyl is very old with lots of old glue underneath.
I am sorry, but we don't recommend painting over vinyl as paint needs to penetrate and vinyl is non-porous. However, vinyl is a perfect base for the tape to bond to as it's so smooth.

Can this tape be cleaned at all as it has become very dirty and discoloured very quickly?
Hi, the tape is anti slip, so by nature of having an anti slip finish it is going to be more difficult to keep clean than having a smooth finish - unfortunately that is unavoidable. A stiff broom and detergent should be all that's needed.
